Upon the failure, neglect or refusal of any controller so notified to remove the public nuisance as defined in this chapter within the time specified in section 12.36.525 of this chapter, the parks director or his designee as provided in this chapter shall notify the city attorney in writing of the last known legal owner and property description and general terms, and the city attorney shall cause legal action to be undertaken.
