Before any sidewalk is constructed or laid within the corporate limits, either by a property owner or any other person, the person constructing or laying such sidewalk shall have the grade lines necessary for the proper execution of the work marked upon the ground by the engineer or his assistants, which will be done upon application being made at the office of the engineer.
