All surveys hereafter made by any person which are to become a matter of public record, all resurveys or retracements of real property which are to be monumented, all utility surveys, all road and highway surveys, all cemetery surveys, and any surveys which affect the general public in any way within the limits of the City shall be filed in the office of the City Engineer.
