Every person operating, riding, propelling or driving any pushcart, tractor, trailer, bicycle, buggy, cart or other type of machine or conveyance or any person riding or driving or leading an animal upon any of the public streets of the town shall be subject to the provisions of this title, except those provisions of this title which by their very nature can have no application.
