No money shall be disbursed from the town treasury, except upon procedure as authorized by the Board of Commissioners. All disbursements shall be provided for in the annual budget; provided however, the Board of Commissioners in session may authorize an expenditure of funds, which action shall constitute an amendment to the annual budget. For all actions, the Board of Commissioners, not later than the end of the then fiscal year, shall cause a formal amendment to the annual budget to be adopted.
