For the purpose of making inspections, the Building Inspector is hereby authorized to enter, examine and survey at all reasonable times all abandoned structures. The owner of every abandoned structure or the person in charge thereof shall give the Building Inspector free access to the structures at all reasonable times for the purposes of such inspection, examination and survey.
