It shall be unlawful for an itinerant merchant, promoter, drummer, peddler or hawker to engage in such business within the town without first obtaining an operation permit which shall allow the permittee to retail his or her merchandise for a period not to exceed 24 hours within a 48-hour period; the 48 hours to run consecutively and the 48-hour period to be designated as an “operation permit”; the 24-hour retail period can be distributed within the 48 hours as desired by the applicant or operation permit.
