Upon a determination that such conditions constituting a public nuisance exist, the town’s Authorizing Official shall notify, in writing, by hand delivery or by mailing certified return receipt requested, through the United States Postal Service, the owner, occupant or person in possession of the premises in question of the conditions constituting the public nuisance and shall order the prompt abatement thereof within seven days from the receipt of the written notice.
