(a) Every person engaged in the business of operating one or more taxicabs as defined in Section 717.01 shall pay an annual license fee of ten dollars ($10.00) for the first taxicab, and five dollars ($5.00) for each additional taxicab operated by the same owner.
(b) The annual license fee shall be payable on the first day of January of each year. When licenses are issued for taxicab operation after July 1, of any year, the fee shall be one-half of the annual fee.
