(a) "Taxicab" means any motor vehicle whose owner or driver serves or accepts passengers for hire, on the public streets or public places, or accepts passengers for hire upon hail or request made in public streets or public places, except a motor bus operating under a franchise within the City.
(b) "Person" means any natural person, association of persons, firm, partnership or corporation.
(c) "Paint" or "painted" means the application of coloring matter in oil solution and not in water solution.
