The City Manager may grant licenses to all exhibitors, owners or managers of shows, entertainments, concerts, exhibitions or theaters, not prohibited by law, upon the terms fixed in this chapter. In addition to the sum exacted pursuant to Section 705.02, he shall receive five dollars ($5.00) from the person receiving such license as a fee for issuing the license.
