(a) This Combined Health District shall become effective on February 9, 1971 and shall remain in full force and effect until terminated by all parties hereto; provided, any City may withdraw from such District effective January 1 of any year, or the District Advisory Council may terminate such District effective January 1 of any year, upon giving at least eight months prior written notice of intention to withdraw or terminate to the other parties hereto.
(b) When any city withdraws from the Health District as provided in subsection (a) hereof, such district shall continue in effect with the Combined Board of Health consisting of the number of members specified in Section 155.01, less the number representing the City withdrawing.
