155.01 MEMBERSHIP.
   (a)    The combined Health District shall be known as the Sandusky County General Health District.
   (b)    The administration of public health services for the combined Health District shall be administered by a combined Board of Health of seven members representing the cities and the townships and villages and appointed in conformity with Ohio R.C. 3709.07 for terms as follows:
      (1)    One member from the City to be appointed for a term of one year.
      (2)    Two members from the City of Fremont to be appointed for terms of two and five years, respectively.
      (3)    Four members from the townships and villages of Sandusky County to be appointed for terms of two, three, four and five years, respectively.
      (4)    When the term of a member of the Board of Health expires, his successor shall be appointed for a term of five years by the city which he represents or by the District Advisory Council at its annual meeting if he represents the townships or villages.
      (5)    A vacancy in the membership of the Board shall be filled in like manner as an original appointment and shall be for the unexpired term.
      (6)    When a vacancy of a member representing the townships and villages occurs more than ninety days prior to the first Monday in March ensuing, the remaining members of the Board may appoint a member to fill such vacancy until the annual meeting of the District Advisory Council.
