(a) The improvements specified in Sections 1113.01 through 1113.07, inclusive, shall be designed in accordance with the sizes and capacities called for in the official thoroughfare plan and the sanitary sewer and storm drainage report, and the City's "Standard Specifications and Construction Drawings for Public Improvements."
(b) In the case of required street construction, the subdivider shall pay the full construction cost for the installation of all required secondary thoroughfares, collector streets and local access streets. Where a primary thoroughfare has been designated on the official thoroughfare plan map, the subdivider shall be responsible for the full construction cost to the minimum design standard of a secondary thoroughfare. Any oversizing shall be the financial responsibility of the City.
