(a) The subdivider shall install a water system for the subdivision. A complete water main system shall be connected to a public water supply, plans for which are reviewed and approved by the Service Director and the Ohio Environmental Protection Agency. All water mains shall be a minimum of six inches in size. The plans for the complete installation showing size, location, depth, material and all connections thereto including fire hydrants, shall meet the requirements and receive the approval of the Ohio Environmental Protection Agency.
(b) Water supply improvements shall be completed in accordance with the plans and profiles prepared for the subdivider by a registered professional engineer and approved by the Service Director to meet the minimum engineering design standards and materials specifications stated in the City's rules and regulations. Water supply improvements shall be carried out under City supervision within the time fixed or agreed upon by the Service Director, and all inspection costs shall be paid for by the subdivider.
(c) Water lines serving cul-de-sacs that exceed 300 feet in length measured from the street centerline to the center point of the cul-de-sac shall be connected back into the water distribution system.
(d) Fire hydrants with two two-and-one-half inch outlets and one four-inch pumping connection shall be provided by the subdivider in all subdivisions with public water supplies. The hydrants shall be located between property lines and curb and gutter. The type of hydrant, control valves and the location of the hydrant shall be approved by the Service Director. Fire hydrants shall be spaced at intervals not to exceed 500 feet and a fire hydrant shall be installed at the end of all noncontinuous water mains. A temporary fire hydrant shall be installed at the end of all dead-end streets for the purpose of periodically flushing the water mains.

(e) All related costs to the City as referred to in Section 933.02 shall be paid by the builder prior to the issuance of a building permit.
