(A) In order to collect and dispose of the garbage in the city and to protect the health of the citizens of the city, the City Council hereby establishes and fixes the following rates to be paid to the city for the collection and disposal of garbage within the city limits.

(B) The City Council hereby establishes and fixes the following rates to be paid to the city for the collection and disposal of garbage outside city limits.

(C) A discount may be provided for households of two or fewer, where the head of the household has reached the age of 65.
(D) Said rates shall become effective starting with the February 1, 2020 billing.
