Each owner of a house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the city and to which sewer service is made available by the city, is hereby required, at his or her expense, to install suitable toilet facilities therein and to connect such facilities directly with the available public sewer in accordance with the requirements of this chapter.
