§ 70.02 MAXIMUM SPEED LIMITS.
   No person shall drive or operate a vehicle on a street or highway within the town in excess of 30 mph except on public highways and on Interstate 70, when the speed limit shall be at a reasonable and prudent speed as designated by the State Highway Commission and as posted thereon.

§ 70.03 DUTY OF OPERATOR.
   No person shall drive or operate a vehicle on a street or highway within the town at speeds greater than is reasonable and prudent under the conditions then existing and having regard to actual and potential hazards by reason of weather or other highway conditions.

§ 70.04 PARKING REGULATIONS.
   No person shall drive, operate, park, or fail to observe traffic controls in violation of any of the following classifications of traffic control provisions:
   (A)   Group 1:
      (1)   Double parking;
      (2)   Parking on crosswalk;
      (3)   Parking on sidewalk;
      (4)   Parking in driveway; and
      (5)   Parking in bus stop.
   (B)   Group 2:
      (1)   Parking by fire hydrant;
      (2)   Parking in loading zone;
      (3)   Parking in an alley;
      (4)   Parking on wrong side of street; and
      (5)   Overtime.
   (C)   Group 3:
      (1)   Parking in front of hotel;
      (2)   Parking in front of theater;
      (3)   Parking too close to corner; and
      (4)   Parking in no parking zone.
   (D)   Group 4:
      (1)   Parking in a fire lane;
      (2)   Parking on a street or boulevard; and
      (3)   Violation of a reduced school zone speed limit.

§ 70.05 TOWING AND REMOVAL.
   Every member of the police force while on duty is authorized to tow or remove any car, truck, motorcycle, trailer, boat, motor home, or any motor driven vehicle violating any of the traffic violations in § 70.04(C), Group 3, of this subchapter at the owner’s expense.

§ 70.06 OBSTRUCTION TO PUBLIC WAYS PROHIBITED.
   (A)   I.C. 9-21-16-5 contains specific detailed prohibitions on obstructing traffic. The town will enforce those provisions as set out in the state statutes, as amended from time to time.
   (B)   As of the date of the passing of the ordinance codified herein, the language of the statute reads as follows below.
   Sec. 5. Avoiding conflict with traffic or law enforcement officers; directions of police officers or traffic control devices. A person may not stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or to avoid conflict with law or the directions of a police officer or traffic control device, in any of the following place:
      (1)   On a sidewalk;
      (2)   In front of a public or private driveway;
      (3)   Within an intersection;
      (4)   Within 15 feet of a fire hydrant;
      (5)   On a crosswalk;
      (6)   Within 20 feet of a crosswalk at an intersection;
      (7)   Within 30 feet upon the approach to any flashing beacon, stop sign, or traffic control signal located at the side of a roadway;
      (8)   Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless the traffic authority indicates a different length by signs or markings;
      (9)   Within 50 feet of the nearest rail of a railroad crossing;
      (10)   Within 20 feet of the driveway entrance to a fire station and, on the side of a street opposite the entrance to a fire station, within 75 feet of the entrance (when properly sign posted);
      (11)   Alongside or opposite a street excavation or obstruction if stopping, standing, or parking would obstruct traffic;
      (12)   On the roadway side of a vehicle stopped or parked at the edge or curb of a street;
      (13)   Upon a bridge or other elevated structure upon a highway or within a highway tunnel; and
      (14)   At any place where official signs prohibit stopping.

§ 70.07 SCHOOL ZONE SPEED LIMIT.
   (A)   Pursuant to I.C. 9-21-5-6, the speed limit in school zones will be a maximum of 20 mph during the hours of 7:00 a.m. to 5:00 p.m. when school is in session.
   (B)   This reduced speed limit will apply to all public rights-of-way controlled by the town in the areas immediately adjacent to any portion of the school property.
   (C)   Signs will be placed at the beginning of the school zones showing the reduced speed limit and the times within which this limit is applicable.
   (D)   Signs will be placed at the end of the school zones notifying motorists of the end of the reduced speed zones.
   (E)   In the event that any school within the town operates on a full year schedule, signs will be posted to inform motorists that the schools are on a full year schedule.
