(A) Unless modified or terminated as described in § 156.277, a written commitment is binding on:
(1) The owner of the parcel;
(2) A subsequent owner of the parcel; and
(3) A person who acquires an interest in the parcel.
(B) A written commitment shall be binding on the owner of the parcel even if the commitment is unrecorded (see § 156.276 on recording); however, an unrecorded commitment is binding on a subsequent owner or other person acquiring an interest in the parcel only if that subsequent owner or other person has actual notice of the commitment.
