5-1-6 POLICE OFFICERS APPOINTED.
   The City Manager shall appoint the Police Chief as provided by Chapter 400.13 of the Code of Iowa. The Police Chief shall be responsible to the City Manager for the functions of the Police Department. Other members of the department shall be appointed by the Police Chief, subject to civil service procedures and to the approval of the Council.
