For the purpose of protecting the public health and safety by regulating certain trades and occupations which, on account of their nature, it is deemed necessary to regulate, the occupation taxes and license fees provided for in this chapter are made necessary to cover the cost of licensing, inspecting, and policing such trades and occupations, and the same are hereby levied for this purpose.
