Fees or charges made by the city for licenses, license registrations, permits and/or inspections shall be subject to change to correct inequities, to reflect a fair and reasonable return to the city based upon the economic conditions in general, but basically to ensure that such services furnished by the city shall not be at a loss as measured by the cost to the city to perform such service. The changes to be effected in any such charge or charges shall be upon the recommendation of the city manager to the city council and the council's approved resolution in regular council meetings, thus eliminating any need for formal approval by ordinance. This same method shall be followed in the initial establishment of such a charge or charges where none now are stated in this code but should be. (1991 Code § 2-207)
