The members of the planning and zoning board shall meet within two (2) weeks after their appointment and confirmation, and shall organize by electing from their members, a chairman, vice chairman and secretary, each of whom shall serve for a period of one year or until their respective successors are elected. They shall adopt, from time to time, such bylaws, rules, regulations and amendments thereto as may be necessary to effectuate the purposes of this chapter and titles 11 and 12 of this code.
