12-2-4: FINAL PLAT:
   A.   Submission: After approval of the preliminary plat, the subdivider shall prepare and submit to the planning and zoning board a final plat for recording purposes, together with other supplementary information and certificates. Such final plat shall be submitted to the city clerk at least fifteen (15) days prior to a regular meeting of the board. Public notice of time and place of such meeting shall be given at least five (5) days prior to such meeting.
   B.   Copies: Six (6) copies of such final plat shall be furnished which shall bear the original signatures of the owner and be duly acknowledged. One of these three (3) shall be on cloth or suitable material for filing at the office of the county clerk. (1991 Code § 20-44)
   C.   Form: The final plat prepared for recording purposes shall have the following specifications:
      1.   The dimensions of the plat shall be twenty four inches by thirty six inches (24" x 36") or shall be a size that can be properly and conveniently folded to these dimensions and shall be drawn to a minimum scale of one inch equals one hundred feet (1" = 100'); except that plats in which all lots contain a net area in excess of forty thousand (40,000) square feet, the plat may be drawn to a scale of one inch equals two hundred feet (1" = 200').
      2.   The drawing surface of the plat shall have a binding margin of two inches (2") at the left side of the plat, a margin of not less than one inch (1") at the right side, and a margin of not less than one and one-half inches (11/2") at the top and bottom. (1991 Code § 20-44; amd. 2007 Code)
   D.   Information: The final plat shall show and contain the following information:
      1.   Name of subdivision (not to duplicate or too closely approximate the name of any existing subdivision).
      2.   Location by section, township, range, county and state, and including descriptive boundaries of the subdivision, based on an accurate traverse, giving angular and linear dimensions which must mathematically close; the allowable error for closure on any portion of a final plat shall be one foot (1') in five thousand (5,000).
      3.   The location of monuments shall be shown and described on the final plat. Locations of such monuments shall be shown in reference to existing official monuments or the nearest established street lines, including true angles and distances to such reference points or monuments.
      4.   Location of lots, streets, public highways, alleys, parks and other features, with accurate dimensions in feet and decimals of feet, with the length of radii and/or arcs of all curves, and with all other information necessary to reproduce the plat on the ground. Dimensions shall be shown from all angle points and points of curve to lot lines.
      5.   Lots shall be numbered clearly. If blocks are to be numbered or lettered, these should be shown clearly in the center of the block.
      6.   The exact locations, widths, and names of all streets to be dedicated.
      7.   Location and width of all easements to be dedicated.
      8.   Boundary lines and description of boundary lines of any areas other than streets and alleys which are to be dedicated or reserved for public use.
      9.   Building setback lines on front and side streets, with dimensions.
      10.   Name and address of developer and surveyor making the plat.
      11.   Scale of plat (the scale to be shown graphically and in feet per inch), date and northpoint.
      12.   Statement dedicating all easements.
      13.   Statement dedicating all streets, alleys and other public areas not previously dedicated.
   E.   Certifications: The following certifications are required on final plats:
      1.   Certificate by parties having any title interest in the land subdivided consenting to the preparation and recordation of the plat as submitted. All copies shall carry the original signatures of the owner or owners and notary public.
      2.   Certification by registered engineer or licensed land surveyor that details of the plat are correct.
      3.   Space for certificates of approval to be filled in by the signatures of the chairman and secretary of the planning and zoning board and the city clerk.
   F.   Supplementary Information: The following supplementary documents and information shall accompany the final plat:
      1.   Tax certificates from both the city and county shall be submitted stating that all taxes and encumbrances have been satisfied of record on the land to be dedicated as streets or alleys or for other public purposes.
      2.   Two (2) copies of any private restrictions affecting the subdivision or any part thereof.
   G.   Submission: The following shall be the procedure for the submission of the final plat:
      1.   After review of the final plat by the planning and zoning board, such plat, together with the recommendation of the board, shall be submitted to the city council for approval. If accepted, the final plat shall be approved by ordinance, which ordinance shall provide for the acceptance of all streets, alleys, easements or other public ways, and parks, or other open spaces dedicated to public purposes.
      2.   If the planning and zoning board rejects or withholds approval of plat, the subdivider may request that such plat be submitted to the city council. The secretary of the planning and zoning board shall forward the proposed plat, together with the report of the board, stating the reason or reasons for the action taken. The city council may make such findings and determinations as are deemed proper. (1991 Code § 20-44)
