12-1-7: ISSUANCE OF PERMITS RESTRICTED:
No zoning, building or electrical permit shall be issued for any new structure or change, improvement or alteration of any existing structure or any tract of land which does not comply with the provisions of this title. (1991 Code § 20-7)
