12-1-2: APPLICATION OF PROVISIONS:
   A.   Any plat made for each subdivision or each part thereof lying within the city shall be prepared, presented for approval, and recorded as herein prescribed.
   B.   The requirements contained in this title shall apply to the subdivision of a lot, tract or parcel of land into two (2) or more lots or other divisions of land for the purpose of transfer of ownership or development, whether immediate or future, including all changes in street or lot lines; provided, however, that divisions of land for agricultural purposes into parcels or tracts of five (5) acres or more, as permitted in the A-1 agricultural district, and not involving any new street or nonpublic utility easement of access, shall be exempt from the requirements of this title.
