10-2-2: PERMIT REQUIREMENTS; INSPECTIONS:
   A.   Permit Required; Application:
      1.   No electrical work shall be performed in the city unless a permit for such work shall have been issued by the electrical inspector.
      2.   Application for such permit shall be in triplicate to the electrical inspector on blanks provided for that purpose, indicating such facts as to the nature of the electrical work as the electrical inspector may require.
      3.   Where the electrical inspector shall require, plans shall be retained in the office of the electrical inspector. (1991 Code § 5-86)
   B.   Approval, Issuance Of Permit; Payment Of Fees:
      1.   If the electrical work specified does not violate any provision of this chapter, or any other ordinance of the city, the inspector shall write the word "Approved" on the face of the original application together with his signature; provided, that before any permit approved by the electrical inspector shall be valid, the permit and inspection fees established by ordinance shall have been paid to the city clerk.
      2.   After the electrical inspector has approved the permit, the applicant shall pay to the city clerk the appropriate fees. He shall have with him when paying same, copies one and two (2) of the application, copy three (3) being kept in the permanent records of the electrical inspector. The city clerk shall sign copy one in the prescribed place indicating that the fee has been paid. Copy two (2) shall be retained by the city clerk. This application signed by both the city clerk and the electrical inspector shall constitute the permit to perform the work. Unless signed by both the city clerk and the electrical inspector, it shall not be valid. (1991 Code § 5-87)
   C.   Commencement Of Work Under Permit: If any work authorized by a permit issued under this subsection is not commenced within thirty (30) days after its date of issuance, such permit shall be void. In such case, before such work is commenced, a new permit shall be obtained in like manner as the first, and the fees shall be paid as are specified herein for the first time. Any work started shall not be suspended except for some unavoidable cause, and in such case, a statement of the facts shall be made in writing, giving the date the work is to resume, and filed in the office of the electrical inspector.    D.   Routine Inspections; Concealment Of Work: The electrical inspector shall make inspections of all work for which a permit has been obtained within forty eight (48) hours after having been notified that the work is ready for inspection (Sundays and holidays not included). In making inspections of new work "roughed in", he shall leave a tag in the cabinet plainly stating whether the work has been approved and is ready to conceal, or that work is not standard and must not be covered until approved by the electrical inspector.    E.   Supervision Of Work; Certificate Of Approval: It shall also be the duty of the electrical inspector to inspect and supervise the installation of all electrical wiring and equipment, including all additions, extensions, or fixtures or devices used in connection with or to carry electric current for light, heat, or power in or on all the buildings located within the corporate limits of the city. Upon completion of such installation in accordance with the requirements of this chapter, the inspector shall issue a certificate of approval or clearance slip without charge, a duplicate of which shall be retained and filed in a permanent manner as a matter of record.    F.   Notice Of Approval Before Concealment: It shall be unlawful for any person, contractor or workman not connected with the installation of the same to in any manner disturb or interfere with any electrical fixtures, arrangements or wiring in or on any building, in any manner whatsoever. If in any case the wiring is in such a condition as to interfere with the completion of the building or the installation of other apparatus, the wiring contractor must be notified and given time to make the necessary changes. Upon inspecting the roughing in wiring that is to be concealed, the city electrical inspector shall leave a notice in or near the main cabinet clearly stating whether the wiring is completed and approved or is to be kept open for correction or completion, and no workman shall lath, ceil, or in any manner conceal any electrical wiring until he is so advised that it has been approved. All steam fitting, furnace work, gas fitting, and telephone and bell wiring that is to be concealed must be placed before the electrical wiring can be considered as completed. (1991 Code § 5-91)
   G.   Connection Without Certificate Unlawful: It shall be unlawful and an offense for any person to connect or use any electric wiring or equipment or to supply electric current over same until such certificate is issued. Each day of such use or service shall be a separate offense. No electrical work in concealed construction shall be closed or covered up until after the same has been inspected and passed by the city electrical inspector. The inspector shall make such inspections within forty eight (48) hours after notification of the readiness of such work for inspection. (1991 Code § 5-92)
