It shall be unlawful for any person to throw, leave or deposit, or cause to be thrown, left or deposited upon any street, avenue, alley, sidewalk or public square, public enclosure or lot, vacant or occupied, any paper, circular, newspaper, letter, handbill, poster or anything that is liable to be blown about by the wind.
