8-1-9: REFUSE ON SIDEWALK:
   A.   Prohibition: It shall be unlawful for any property owner, occupant or agent of any property that abuts or adjoins any street or avenue in the City to allow or permit any animal or vegetable substance, or any tin, glass, or pieces of iron, or any trash, mud, snow, ice, dirt, slop, refuse matter, or filth of any kind or description whatever, to accumulate or remain on any part of the sidewalk abutting or adjacent to the premises owned or occupied by such person.    B.   Failure To Remove Or Clean After Notice: If any such property owner, occupant or agent of such property shall fail or refuse to clean off the sidewalk abutting or adjacent to the property owned or occupied by him within twenty four (24) hours after notice served on him by any police officer, Code Enforcement Officer, Street Superintendent or any other agent of the City, such property owner or occupant or agent shall be guilty of an offense.
