8-1-8: CONGREGATING ON SIDEWALK:
It shall be unlawful for any person or assemblage of persons to obstruct any sidewalk or passage or any street or alley or any public walk in the City by congregating or in any way assembling therein or thereon. (1991 Code § 19-12)
