4-2-8: PUBLIC DRUNKENNESS:
   A.   Generally: It shall be an offense for any person to be drunk in or on any highway, street, alley, public building or any public place within the City.
   B.   Cafes And Clubs: No person operating a cafe, restaurant, club or any place of recreation shall permit any person to be drunk or intoxicated in such place of business. (1991 Code § 3-11)
