Persons holding a permit herein provided for as a junk store dealer and doing business thereunder is prohibited from accepting any article of property he or she believes, or might have reason to believe, that has been purloined or stolen. He or she is also prohibited from accepting any such article for any such purpose from any minor without the consent of the parent or guardian of such minor.
