(A) It shall be unlawful for the owner, occupant or lessee of any lot, parcel of lot or parcel of real estate within the corporate limits of the city to allow, suffer or permit any garbage, trash, rank vegetation, scrap motor vehicle or other waste substances to be disposed on, grow on or remain on any said lot, parcel of lot or parcel of real estate.
(B) Whenever and wherever garbage, trash, rank vegetation, scrap motor vehicles or other waste substances shall exist, covering or partly covering the surface of any lot or parcel of lot or parcel of real estate within the corporate city, the same shall be deemed a nuisance and a violation.
(C) It shall be unlawful for the owner, occupant or lessee of any lot or parcel of real estate (or any portion thereof) within the corporate limits of the city to allow, suffer or permit any mound or pile of dirt, soil, rocks or other inorganic material in excess of six inches in height to remain on said lot or parcel in such condition for any period of more than ten consecutive days. If such condition continues for more than ten consecutive days, the same shall be deemed a nuisance and a violation of this subchapter.
(D) It shall be unlawful for the owner, occupant or lessee of any lot or parcel of real estate (or any portion thereof) within the corporate limits of the city to allow, suffer or permit any uncovered hole, trench or other excavation in excess of six inches in depth to remain on said lot or parcel in such condition for any period of more than ten consecutive days. If such condition continues for more than ten consecutive days, the same shall be deemed a nuisance and a violation of this subchapter.
(E) Whether or not a particular annoyance or condition constitutes a nuisance shall depend on its effect upon persons of ordinary health and average sensibilities, and not its effect upon persons who are delicate or super-sensitive or whose habits, tastes or conditions are such that they never are sensible of any annoyance.
