§ 52.15 INSTALLATION FOR NONUSERS OF CITY WATER OR RESIDENCES HAVING OWN WELL.
   (A)   For residences that have wells instead of city water, the sewage rate is a flat rate and not based on water consumption. If a resident wishes to have a meter installed from well point and house point, then his or her sewage rate will be based upon his or her water consumption like other water customers in the city. Furthermore, his or her sewer rate could fluctuate from month to month, but no lower than the minimum rate.
   (B)   If a well user wishes to have a meter installed between well point and house point, it is further agreed that:
      (1)   The homeowner must pay for this installation as well as the upkeep of the meter, as determined by the Waterworks Superintendent;
      (2)   The homeowner shall also sign a liability release with the City Water Department freeing the Department of damages and allowing it to come on the homeowner’s property to install the meter and read the meter; and
      (3)   It is up to the well user to determine if he or she wishes to have a meter installed and if so, he or she will accept the reading.
