(A) A property owner shall receive his or her water deposit back if he or she has owned his or her home for five years or more.
(B) In order to receive said water deposit, the property owner must show:
(1) He or she has had no delinquent water bills for two years;
(2) Ownership of the property for five years or more (by showing a property tax receipt or title); and
(3) By showing his or her water deposit receipt to the bookkeeper.
