No connections with the waterworks system shall be made without a permit issued by the commissioner of public property or his authorized representative 1 . All such connections shall be made by city forces under the supervision of such commissioner, and no connections shall be covered until the work has been inspected to the satisfaction of the commissioner. Whenever any premises shall hereafter be connected with the waterworks system, a charge of two hundred fifty dollars ($250.00) for residential and five hundred dollars ($500.00) for commercial shall be made.
