Any person violating any provision of this chapter, or using or occupying any premises in the city as habitations or for business, trade, industry or meeting purposes, unless such premises are equipped with sewage disposal facilities consisting of either a connection with a sanitary sewer system or proper septic tank, shall be subject to penalty as provided in section 1-4-1 of this code.
