3-2-14-13: TERMINAL OPERATOR LICENSE:

No person, partnership, limited liability company or corporation shall deliver video gaming terminals within the City for use by any other person or entity for gain or profit from the operation thereof unless a terminal operator license issued by the State of Illinois Gaming Board has been presented to the City of Clinton.
