Every place where a video gaming terminal is kept shall be subject to inspection by the Chief of Police or his authorized agents at any time the Chief of Police or his agents may deem it necessary to inspect the premises. It shall be unlawful for any person to hinder, resist, oppose or attempt to hinder, resist or oppose the Chief of Police or his respective agents in the course of such inspection.
