§ 158.01 TITLE, PURPOSE AND APPLICATION.
   This chapter shall be known, referred to and cited as the land subdivision chapter of the city. This chapter is to provide for the harmonious development of the city and vicinity, for the coordination of streets within subdivisions with other existing or planned streets, or with other features of the city comprehensive plan of the city, for adequate open spaces for traffic, recreation, light and air and for a distribution of population and traffic which will tend to create conditions favorable to health, safety, convenience and prosperity. Under the authority of Iowa Code § 354.9, every owner of any tract or parcel who has or shall hereafter subdivide or plat the tract or parcel into three or more parts, for the purpose of laying out an addition, subdivision, building lot or lots, acreage or suburban lots within the city or within one mile of its corporate limits, shall cause plats of the area to be made in the form and containing the information as hereinafter set forth before selling any lots therein contained or placing the plat on record. Requirements of this chapter also apply to the resubdivision or replatting of a record plat.
