Every occupant of a dwelling, dwelling unit, rooming unit or rental unit shall give the owner or operator thereof access to any part of the dwelling, dwelling unit, rooming unit, rental unit or its premises at all reasonable times for the purpose of effecting the maintenance, making the repairs or the alterations necessary to effect compliance with the provisions of this chapter, or with any lawful rule or regulation adopted or any lawful notice or order issued pursuant to the provisions of this chapter. Every occupant of a dwelling, dwelling unit, rooming unit or rental unit shall also be obligated to provide access at reasonable times to the Housing Inspector acting in his or her official capacity to carry out the provisions of this chapter, whether or not the owner is present
