Subscribers shall be given no less than 15 days to make payment without penalty from the date of the receipt of the invoice for cable service. The grantee shall not send persons to subscriber’s residence to collect cable bills. The cable operator shall attempt to collect cable bills by phone calls, and if not successful, shall disconnect cable service.
