The grantee shall distribute to all subscribers via direct mail or bill stuffers no less than annually an accurate and up-to-date channel card listing the cable channels and services available over the cable system. A revised channel card shall be distributed via a newspaper of record within 30 days after a change or an addition in channels or services offered affecting two or fewer channels. Whenever changes in channels or services have affected three or more channels since the last channel card distributed via direct mail or bill stuffers, then a new channel card shall be distributed to every subscriber within 30 days via direct mail or bill stuffers.
