When any building is moved from its foundation and no new building is to be built on the remaining foundation, the individual moving the building shall properly cap the sewer and water pipes leading into the foundation of the building that has been moved. The required insurance policy specified in § 113.09 will not be released until evidence of the capping is presented and accepted by the Public Works Department.
