No person shall manufacture for sale, import, sell or offer or keep for sale, alcoholic liquor, wine or beer without first securing a liquor control license, wine permit or beer permit in accordance with the provisions of the Iowa Code Chapter 123 and applicable regulations set forth in Chapter 4 of Iowa Administrative Code Title 185, as both may be amended from time to time. All applications for new licenses or permits or renewal of licenses or permits must be filed in the City Clerk’s office, and all permit or license application or renewal requirements completed, at least 30 days prior to the intended opening date or permit/license expiration date. In the event the application is filed less than 30 days prior to the intended opening date or expiration date, the license or permit may not be approved by the City Council prior to the date and the licensee will not be able to serve alcoholic beverages.
