§ 114.01 DEFINITIONS.
   For the purposes of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BOARD OF APPEALS. See §§ 32.800 through 32.802 of this code.
   CHAPTER. Chapter 114 of the Clinton, Iowa Municipal Code of Ordinances.
   CITY. The City of Clinton, Iowa.
   CLERK. The City Clerk for the City of Clinton, Iowa.
   CODE or CITY CODE. The Clinton, Iowa Municipal Code of Ordinances.
   LICENSE. A license an individual taxi driver must obtain from the city in order to lawfully operate a taxi for a permitted taxicab company, as defined in this chapter of the city code. The term LICENSE as used in this chapter shall not be construed to refer in any way to the driver’s license required under the provisions of the Iowa Code and/or Iowa Department of Transportation regulations.
   LIMOUSINE. A vehicle furnished with a driver that carries passengers for hire either on a fixed route within the city or pursuant to a written contract with reservations in advance of the service, operates without a taximeter, and charges for services on an hourly basis or longer periods of time with a minimum charge of one hour.
   LIMOUSINE BUSINESS. A firm that provides limousine services originating within the corporate limits of the city.
   OWNER. Any person who owns a taxicab or limousine business, either wholly or in conjunction with other individuals or entities, and who operates or seeks to operate such business within city limits.
   PERMIT or VEHICLE FOR HIRE BUSINESS PERMIT. A permit issued by the City Council or their designee authorizing the owner or operator thereof to conduct a taxicab, limousine or vehicle for hire business in the city as defined in this chapter.
   TAXI or TAXICAB. Any motor vehicle that is used on the streets of the city for the purpose of carrying passengers for hire, except for publicly owned vehicles, buses, ambulances and private carpools.
   VEHICLE FOR HIRE. A motor vehicle with a seating capacity of less than seven persons used to transport persons for hire or other consideration and includes limousines, luxury limousines, vans, horses and carriages, and taxicabs. VEHICLES FOR HIRE does not include buses, the city bus system, transportation services provided by contractors hired by the city transportation department, and vehicles used for volunteer transportation such as carpools and courtesy buses.
   VEHICLE FOR HIRE DRIVER or DRIVER. Any person hired to drive any motor vehicle on the streets of the city, for the purpose of carrying passengers for hire, which follows no regular route or time schedule and who operates a vehicle for hire that has a seating capacity of less than seven passengers. This definition specifically includes, but is not limited to limousine drivers and taxicab drivers.
