All signs not expressly prohibited under this chapter are hereby permitted, subject to applicable requirements of this chapter:
(A) The placing of political signs on city property, including utility poles and rights-of-way, is prohibited. The placing of political signs on private property without the permission of the property owner is prohibited. The person running for office and/or political party/group placing a political sign is responsible for compliance with this section;
(B) Garage sale-type signs that meet the standards prescribed by the city ordinance governing such sales are permitted;
(C) Banners, such as sale signs, special events and the like, may be placed in non-residential areas; provided, it is advertising for the property it is placed on; provided, the banner is not permanent and is displayed intact;
(D) Street banners/flags for such as special events, holidays, educational events and events of public interest, may be placed in non-residential areas by not-for-profit organizations for no more than 45 consecutive days;
(E) Sandwich or A-frame signs, sidewalk or curb signs in the business districts; and
(F) Signs advertising the sale or lease of real estate.
