It shall be unlawful for any person to move over, along and upon any street, alley or other public place in the city any structure or part of a structure which, separately or in combination with the towing vehicle, is in excess of the legal height, length or width provided for state or county highways by the laws of the state, without first obtaining a city permit to do so.
