No solicitor shall stand, kneel, squat, sit, lay, walk or the like in or upon a street, highway, roadway, roadway median or alley of a public vehicle easement or the like to solicit unless trained in traffic management and safety, experienced and permitted to do so. Traffic management and safety training may be scheduled by contacting the office of the city’s Chief of Police.
