Except as set forth below, it shall be unlawful for any person to sell an alcoholic beverage on the premises of any municipal building or city-owned property, unless either:
(A) A special-use permit has been authorized by the City Council; or
(B) The sale occurs on municipal property as the City Council may from time to time specifically exempt from this section; and, provided that, such sale and consumption complies with applicable laws and local ordinances.
